    Your digital gateway to effective and sustainable public governance

    DEeP-GOV - Digital Education Partnership for Effective and Sustainable Governance is a digital education platform developed to strengthen Knowledge on effective governance through focused courses on Accountability, Inclusiveness, and Effectiveness. The content is designed in alignment with the United Nations principles of effective governance (UN CEPA, 2018) and the Sustainable Development Goals (SDGS). The platform includes courses and material leading global and MENA academics, pracademics, and professionals in public administration, public governance, transparency, and sustainable development. The aim is to provide learners with practical insights needed to drive significant change to address global to local governance challenges associated with implementing the 2030 Agenda for Sustainable Development, within and beyond the public sector.

    Project rationale, vision, and mission 

    The project DEeP-GOV - Digital Education Partnership for Effective and Sustainable Governance results from a collaborative partnership between the Università della Svizzera italiana (USI)5 and the African Local Government Academy (ALGA) of the United Cities and Local Governments of Africa (UCLG Africa)5 in Morocco. It is one of the eight projects funded between 2019-2022 by swissuniversities1 within the Development and Cooperation Network (SUDAC)2 program targeted to support collaboration between Swiss higher education institutions and their partners from the Global South to achieve excellence in standard of education, research, and innovation on global challenges. The DEeP GOV is performed under the Clusters of Cooperation in the Global South (CLOCs)3 DEAR MENA4, mainly focused on Digital Education and Research in the MENA Region. The project underscores the value of digital learning in enhancing the understanding of effective governance principles and issues across diverse cultural and institutional contexts. This project also reflects swissuniversities' commitment to sustainable development and educational excellence. It strengthens partnerships that contribute to global development goals by enabling learners to drive positive change within their communities and organizations.

    Embedding the DNA of effective governance across borders

    At the core of DEeP-GOV lies the idea of embedding the "DNA" of effectiveness into its educational design, creating a foundational e-learning experience that transcends cultural and geographical boundaries. DEeP-GOV's courses are designed to impart a series of core principles—knowledge, best practices, and cross-cultural understanding— and connect global debate and best practices with local insights from the MENA region. This approach serves a double aim: building blocks for effective governance and sustainable development. It ensures learners can adapt these principles to their local context and governance challenges and opportunities. 

    The "genetic code" of governance education in digital format 

    Each course in DEeP-GOV functions as a unique "gene" within this DNA framework:

    • Accountability: building a culture of trust.  The "Accountability" gene focuses on integrity, transparency, and independent oversight principles. It considers how to design and implement transparent governance systems that promote accountable initiatives, open communication practices, and access to information in their institutions. This "gene" helps instill a public trust culture grounded in ethical and transparent practices.
    • Inclusiveness: leave no one behind. The "Inclusiveness" gene emphasizes non-discrimination, participation, and subsidiarity. It suggests how to develop policies that address the needs of marginalized groups, ensure that governance practices are equitable and inclusive, and promote participatory governance where community voices are actively involved in decision-making.
    • Effectiveness: delivering results that matter. The "Effectiveness" gene focuses on sound policymaking, efficient resource management, and collaboration. It considers how to enhance institutional capacity through strategic planning, professional workforce development, and investment in digital tools to use data-driven approaches to design evidence-based policies responsive to societal needs and build multi-stakeholder partnerships across sectors to address complex governance challenges.

    With a flexible, online learning approach, the DEeP-GOV platform is designed as a collaborative digital arena to provide junior academics, students, and public servants with a comprehensive and comparative set of materials to deepen their understanding of effective governance practices concerning both Western and MENA regions.

    • Global challenges, local perspectives: DEeP-GOV combines global standards with culturally relevant insights from the MENA region, providing a uniquely cross-cultural perspective on governance.
    • Flexible, asynchronous learning: DEeP-GOV digital format is fully asynchronous, allowing one to access content whenever needed. This flexibility ensures that participants can progress through the courses at their own pace, making high-quality governance education accessible to a global audience anytime and anywhere. This approach is meant to foster future initiatives for universities and public institutions to promote effective and innovative educational solutions through web-based collaborative communities.
    • Interactive learning and community engagement: the platform and the teaching approach go beyond traditional digital education by fostering an interactive community. Through dedicated forums and collaborative spaces, DEeP-GOV encourages a group of participants to share ideas, discuss challenges, and develop solutions to real-world governance issues, creating a vibrant, connected learning environment.

    The "DNA" metaphor also signifies DEeP-GOV commitment  to integrating Swiss and MENA governance perspectives, recognizing that governance challenges are interconnected globally but also demand locally relevant solutions. As DNA adapts to its enviroments, DEeP-GOV educational "genetic code" adapts to address diverse regional needs and challenges. By weaving together best practices and local insights, DEeP-GOV aims to create governance frameworks that are both globally informed and regionally applicable.
